Description of the RFO / Overview
This website provides an overview of SDG&E’s DRP Demo C RFO. Respondents must read the RFO Protocols to fully understand all aspects of this RFO.
This RFO is being issued in accordance with the following decisions:
- D.17-02-007: the DRP Demo Project Decision issued on February 16, 2017
- D.16-12-036: the IDER Procurement Pilot Decision issued on December 15, 2016, and
- D.17-06-012: the decision on Revised Track 2 Demonstration projects.
This RFO solicits offers from owners and operators of EE programs or DR programs; owners and operators or equipment suppliers of renewable generation resources, Energy Storage resources or DG resources to be installed, implemented and/or located in San Marcos, California.
These resources are being sought in order to defer distribution projects that otherwise would have been completed.
Product Types
SDG&E is seeking the following product types:
- Energy Efficiency (EE) – third party programs only
- Demand Response (DR)- third party programs only
- Renewables – third party owned / contracted resources OR utility owned resources
- Energy Storage (ES) - third party owned / contracted resources OR utility owned resources
- Distributed Generation (DG) - third party owned / contracted resources OR utility owned resources
For utility owned resources, SDG&E will consider two types of contracting approaches: Build, Own, Transfer (BOT) whereby the respondent is responsible for all aspects of project development, and Engineering, Procurement, and Construction (“EPC”) whereby SDG&E will provide the site and will take on responsibility for certain aspects of project development.
For utility owned approaches, SDG&E’s Cost Development Team (CDT) will work with certain pre-qualified equipment suppliers to determine equipment supply costs and will include these costs along with the appropriate utility costs and submit the inclusive overall offer on the closing / due date (November 16, 2017).
Contracting
SDG&E will consider single resources or integrated hybrid resource types (combinations of the resource types listed above) to meet the total required distribution capacity for each circuit. SDG&E will sign a maximum of one contract per circuit.
The minimum contract delivery term SDG&E is willing to consider is five (5) years and the maximum contract term to be considered is 10 years.
On-line date requirements:
- Circuit 597: You have two choices for on-line timing:
- a. June 1, 2018, or
- b. Between January 1, 2019 and March 19, 2019
For option (b), Respondents may offer variations with later on-line timing (through February 29, 2020), however SDG&E cannot guarantee that this later date would be accepted by the CPUC, and Respondents must be prepared to meet the March 19, 2019 deadline.

Solicitation Documents / Files
The Credit Application and redlines to the Model agreement must be in Word or Word-compatible format (not in PDF). The Offer Form must be in Excel (not in PDF) and must not be altered in any way except for the designated field entries otherwise your offer may be non-conforming.

All questions and their answers will be posted on this website (with any confidential information removed or anonomized) soon after receipt. We cannot respond directly to any questions in a one on one setting; all Respondents must get access to the same information at the same time.

PowerAdvocate ® Registration and Offer Submission Information
The RFO and all subsequent revisions and documents are available for download from the RFO Website (http://z0vc.518331.com/2017DRPDemoProjCRFO). Respondents are responsible for monitoring the RFO Website for subsequent updates, notices and postings.
The only acceptable means to provide an offer is via the PowerAdvocate ® platform.
Offerors intending to submit and Offer but who do not yet have an existing account with PowerAdvocate® must first register to create a username/password in order to receive access to the event. See the instructions on page 25 and 26 of the RFO for log in/registration information. Registration : Security Check.
Please note that no late bids will be accepted.
In addition to submitting their offer via PowerAdvocate®, Respondents must simultaneously submit their offers to the IE on a USB thumb drive for physical delivery no later than one day following the offer submission deadline. The Respondent’s thumb drive must be sent to the following address:

Participation from Diverse Business Enterprises
SDG&E encourages Diverse Business Enterprises (“DBEs”), “Women-Owned Businesses” or “Minority-Owned Businesses” or “Disabled Veteran Business Enterprises” as defined in G.O. 156[1], to participate in this All Source RFO.
Furthermore, SDG&E encourages developers to utilize DBEs during various stages of project development and construction. As a part of G.O. 156, SDG&E will require developers to identify and verify their DBE contractor/subcontractor spending if any.

SDG&E’s will host one bidder’s outreach event / bidder’s conference. For those that can attend in-person, the event will be held at SDG&E’s Century Park Headquarters in the building 6 seminar rooms. Check in with security at the gate and the desk in building 6. The event will also be provided via webinar / conference call.
